• Ukrainian president is weakened by a corruption scandal, a situation the US and Russia seem to want to take advantage of.

Conclusion: European leaders should keep refusing to accept a plan that would impose capitulation on Ukraine. Recognizing Ukraine's security is just as fundamental to Europe's relationships with Russia.
