According to the report from the Independent Office of Regulation and Supervision of Contracting, fraud complaints have increased by 87% since 2019, but only one in four is investigated.
About 20% of these complaints point to corrupt practices, which are the second most pointed out cause after irregularities in the awarding.
«Zero corruption» is possible and essential for democratic hygiene, but it requires equipping institutions with the necessary tools to fight it.
